Goku's statement could have meant anything about a stronger fighter appearing..

100x is a very generous multiplier, I was even thinking of lowering it.

wow Trunks cant possibly be 1.25x stronger than Goten. He would win their fight without much effort.

No, 1.33x is not only beating the other guy senseless. it's one-hit KO effortlessly. (Vegeta vs Cui)

1.1x is enough for humiliating your opponent (Vegeta vs Zarbon, 1st encounter)
