Freeza has to power-up to reach his maximum, though. Freeza even states that he might need Cold's help to attack SSJ Goku, then he says he could probably do it himself, since he's grown even more powerful. That means, Freeza probably thinks he would win against SSJ Goku if he uses his new power-up against him.

If Freeza was that powerful already, he wouldn't have stated that he might need Cold's help.
