It say's that this will be a "new anime special for dragonball" so it could be any of the three series. Also, I seriously doubt that they will make a new SSj level because it would contradict everything in the Daizenshuu's. Also, a new storyline is something that Toei would probably wish they had put in one of their Daizenshuu so I wouldn't be suprised if it is another retelling of one of the three series; like the Dragonball movies were. Despite all of this I do hope that it is a whole knew story with the same main characters and some knew bad guys for some of the sub characters (Vegeta, Gohan, Goten, Trunks, ect.) to defeat.
