Actually, they've completely mistaken these lines, Elder Kaioshin never talked about Fat Buu in that statement but he talked about Buff Buu. That page is completely mistranslated.

Actually Buff Buu = Kid Buu + South Kai doesn't make much sense, since then South Kai would have to be A LOT stronger than Kid Buu, which isn't impossible though.

Me and Evil Vegeta had a discussion over that about 2 weeks ago. We labeled it as a draw. There could be 2 reasons as to why Buff Buu is so strong.

1. South Kaioshin was acutally stronger than Chibi Buu

2. We've seen Kaioshins had some weird effects on Buu. Dai Kaioshin tamed his power and actually made him weaker while South Kaioshin made him much stronger and it was stated they couldn't even use East Kaioshin's energy to power up Buu. Now, if he absorbed South Kaioshin, anything could have happened. South Kaioshin might have been weaker but he boosted his power a lot.

Both seem possible to me, though it would much rather say the second one. I just dont think that kai's were that strong since they would probably pull out the Z sword earlier.
