To get back on topic, do you think Piccolo's ki blast, the one mutha one used on Incomplete Cell, would be able to shatter 17's barrier shield?

I think it would have done it, besides how do we know #17's shield can hold up to an attack more powerful than he is?

After all that attack would be greater than #17's power.

He doesn't give off a ki signal, but I'm sure his power level increases when he exerts massive ki blasts, just like the Zet Senshi do. Really, it could go either way.

Well, Vegeta was about 800x more powerful then Babi, but his barrier held up pretty good when he did his final explosion attack.

So very true, but if piccolo decided to use that attack, it would determine the winner of that fight. Either #17 is destroyed or piccolo becomes so drained that he is no longer on par with #17 anymore, or he just passed out.

As stated before the Cyborgs (Androids) have an infinite supply of energy, although it cannot exceed that specific limit. Even though Piccolo was equal in terms of power, his energy would eventually deplete, giving #17 the advantage.

Piccolo may be a much better strategic fighter, but that wouldn't fend well against an opponent who is calibrated to fight without, if so then rarely, making mistakes.
