I think its is possible for him to switch again should he practice enough im pritty confident goku could form a Kame hame ha with out saying the words if he needed to they arent magic words its his body, mind and chi that produces the attack itself and I would assume the body change attack would work under similar pricipals.

From what I recall, it was never stated that Ginyu needed to say, "Change now" but since he never attempted to perform the technique as a frog, it's most likely that he does indeed need to say it.

Yeah, we don't even know what race he is. It's said the Ginyu Force are mutants, so presumably Ginyu has gained the ability from his mutation.
