I thought Cell could regenerate from any Cell in his body. It's only Piccolo that needs his head.

No, there is a regenerative node in his head that regulates his regenerative functions. While Gokuu blowing his head and his upper torso apart with the Shunkan Idou + Kamehameha combo, I devised a theory awhile ago that he has a secondary node in his lower torso (connected to the primary node in his brain) that only activates to regenerate the damaged body parts if the connection to the primary node was damaged or destroyed (whether just from separation from the primary node or if the primary node itself is destroyed)

If left intentionally unfocused then it's possible that the Final Flash would be large enough to encompass Seru's entire body, but that could likewise be said about the Kamehameha as well. When he fired the Final Flash at Seru, Bejiita intentionally narrowed the beam so that it wouldn't damage the Earth, and judging by the shape of the damage inflicted on his body, had the beam hit Seru in the face, it probably would have done about the same amount of damage as the Kamehameha did (blow off his upper torso, leaving his lower intact)

Seru underestimated the Final Flash until it was too late for him to completely evade it (either that or he intentionally only dodged it to some extent so that he could still be hit, then shock Bejiita by regenerating), and he knew that Gokuu wouldn't risk destroying the Earth (why he was bewildered to the point of fear that Gokuu seemed to actually be willing to go through with it)

I know. It's one of my favourite attacks. But Gohan's kamehameha was huuuuuge. I think it would have killed even stronger opponents than Cell. Gohan released all his anger and potential in one hit thats why it was so powerful. And you know pretty well how much hidden potential Gohan always had.
