Actually 100% freeza was actually fighting equally with SS goku until he began to lose power due to the fact he couldn't hold onto his 100% form very long. I would place 100% freeza at 172,000,000-174,000,000

Pretty cool video....

I think you should change:

-Gohan (Enraged) to make it so he's a little stronger than Frieza.
-Gohan's masenko needs to be a little closer to Frieza's PL, it gave him a good struggle.
-Frieza was injured after being hit by the spirit bomb, so there should be a PL for that
-IMO SSJ Goku and 100% frieza should be a little closer. They were fighting on an even level until Frieza started losing power.

Most of the list seems fine. The Freeza - Goku battle should be brought closer as the others have said. I also think the Genki Dama should be a bit lower as it should've annihilated Freeza at that level.

I noticed that some things were missing:

-Not that it makes a huge difference, but #20 had absorbed Yamcha's chi.
-#19 had absorbed ssj Goku's chi after he became weak.
-ssj Goku's chi was dropping for the entire fight.
-Vegeta's chi was absorbed by #20, so he needs a "post chi draining" PL.
-Imperfect Cell's PL before absorbing the humans?
-Piccolo, when first meeting Cell, had powered up with weighted clothes on.
-He also went up to full power to fight #17.
-#16's "inferno blast"?
