He's only covering the Android Arc, so it means he's only posting power levels from #19 and #20's first appearence up to when Semi-Perfect Cell was formed.

There's no Android Arc, there's Android Saga. There's Cell Arc which includes the Android Saga.

Assessing the battle powers of the video you posted to YouTube (if I may draw some contrasts), paltry disagreeances aside, I generally feel it's good as an overall. In regards to the difference between SS Goku and Freeza at 100%, well, I diverge here as I feel Goku had the advantage by default - he wasn't all that stunned by the first few blows and was in rein of the fight (what with Freeza having to cheat his way out of their beam struggle and make droll remarks out of desperation that almost belied his intelligence with sheer whim, sort of taking away the regal quality to his persona as well, which Cell had later on, and which Vegeta tried to have claim to).

I also don't think there was that sort of amount of discrepancy between #16 and Incomplete Cell in his 2nd stage as #16 survived having his head caved in so nonchalantly. Outside of that, your listing isn't too shabby. I'd give it a 8/10.

What's your reasoning behind adding a rating for Freeza's goon and Chaotzu?
