I'm sorry if these are annoying anyone.

Since all of Gohan's potential was unlocked as Ultimate Gohan, does that mean that he is incapable of becoming stronger... at all?

Also, where does it say in the manga that becoming a super saiyan will just be a waste of energy? (I need to know if Ultimate Gohan simply lacks the ability to transform or if he does but knows the uselessness of it.)

I'm pretty sure he's capable of getting stronger. A common question I always ask is can he get weaker?

Don't know about the second part since I don't have the manga.

I don't think he can get stronger because if you remember old kai said the ritual to bring out his "ultimate" transformation was to bring out his full power as a fighter.

He probably could get weaker if he relaxes again like he did after the cell games.

Well if the power up is anything like Guru's power up, Gohan can deffinatly increase his power, and it can decrease.

I'm pretty sure he can get weaker. If all of your potential has been unlocked, then any sort of inactivity or neglect could "waste" this potential and make you lose your touch, or in Gohan's case his strength. For example, if a master guitar player that has not practiced for years starts playing again, then he will most likely be less skilled than when he was in his prime.

How would he do that, its like saying to become Super Saiyan to Goku, is do as you would to go Kaioken. There at different stages at ones body, enabling them to unlock certain transformations or forms at different peaks.

(page 146, Volume 41 / 25) Son Gohan: "How do I become this ultimate fighter?"

Rou Kaioshin: "You turn into that super whatever often enough. Fire it up, just like that!"

Son Gohan: "Just like turning Super Saiyan... okay... I can do that..."

Making the attempt at going SS would be rather gratuitous at that point, as it was a permanent power-up once Gohan hit his roof power and all his latent power was drawn out. This is vindicated when Majin Boo II (SS3 Gotenks Prime) makes the round-about observation later on that the increase Gohan would have received after Dende healed him would have been paltry and marginal at best; Gohan's "former ineptitude". It would have been rather fruitless.

Even if the Boo Saga Arc's structure feels rushed (and the overly jesting tones sort of downplay the significance of it... sort of like early Dragonball, but then it was reasonable as the series took itself as a comedy in full), it was a permanent power-up... simple as that.

If it was that simple, I wouldn't be asking about it. Is it stated to be permenant? Is there any canon evidence to suggest that Ultimate Gohan can even transform into a super saiyan?

The fact that Gohan would have "returned to his former ineptitude" by being healed can be attributed to the decrease that the Saiyans had in their zenkais after being repeatedly exposed to them in the Cell Arc.

I guess I need some quality scans for a matter like this...

Full Saiyans seem to not have power degradation while half Saiyans do. An example of this is when we compare Goku to Gohan. Goku's power didn't seem to decrease during the five year gap between Dragon Ball and Dragon Ball Z even though he'd settled down on training (Roshi makes note of this), however, Gohan's power decreases considerably during the seven year gap between the Cell and Boo arcs (Vegeta makes note of this).

As for the Super Saiyan transformation for ultimate Gohan, I do believe that he still had the ability, but knew that transforming was pointless. With Gohan's "ultimate" form, his latent powers are fully awakened, which in turn also makes his "base" his max.

Gohan is only half Saiyan, therefore that may explain why he had power degradation in that seven year gap, while pure Saiyans don't seem to have any degradation at all. Another example of this "Saiyan non-power degradation phenomena" occurring is when Vegeta first made the venture toward Earth: His PL was the same when he left that distant planet as it was when he arrived on Earth after being in a stasis for a full year. The inactivity he had for a year had no effect on his power at all, while it does normally have an effect on Humans (and in this case) half Saiyans.

I wouldn't be surprised if Gohan had degradation between the time that he fought Buu, to the end of Dragon Ball Z (10 years later).

What leads you to believe that Ultimate Gohan still had the ability to transform?

So, essentially, you think that Ultimate Gohan can lose strength, but cannot gain strength?

He's right on movie 12 Goku said that he said taha Vegeta was still just as powerfull even though he didn't have a body to train

I remember no such statement being spoken by Muten Roshi at any point, from Raditz's arrival on Earth to Piccolo leaving with Gohan. In fact, to quote a particular part in the manga.

Goku: "Piccolo...You were armored, too?"

Piccolo: "As are you, boy...And I have not felt so light in a long while..."

Goku: "Well, well...Looks like we've both been training hard!"
