The Kamehameha is one of the few attacks out of the hundreds of attacks in Dragon Ball where the name of the attack is actually said. For example, there are tons of attacks in Dragon Ball that don't have verberated names, like Freeza's Death Ball and Majin Buu's "fat pull entraping" technique, Even Goku's Shunkan Ido ("Instant Transmission").
But of course shouting the name isn't nessicary, Goten says Kame-kame-ha and it still results in the same attack. Buu also doesn't need to say it in order to perform it correctly. From and in-universe perpspective, it's probably easier, because it then reminds the user what attack they want to use instead of it just coming out as a random stream of ki. From an out-of-universe perspective, it's probably just to show the viewer or reader what attack the character is about to use. Most of the manga is in black and white anyway, it's hard to tell what attack they're using sometimes. And their are several canon variations of the Kamehameha anyway, and usually the same name is shouted. For example, Goku doesn't say "Shunkan Ido Kamehameha", it's just Kamehama. I can't even remember if he used the name during the time that he shot a kamehameha from his feet and lunged at Piccolo in Dragon Ball. Even in DBZ, Goku uses a variation only seen once. During his battle with Freeza, Goku is underwater and mentally says "Kamehameha", creating two stationary masses of ki; which he then launches at Freeza moments later to distract him. He didn't actually verberate "Kamehameha" since he was underwater (DB: vol 26/DBZ 10, p. 124)

NO. It is not neccessary to shout Kamehameha. In Animes, a lot of characters scream out their attacks. Hunter X Hunter actually gave an explanation as to why.
When Gon (from HxH) performs his "Jajaken" technique, he shouts out "First is...ROCK!" One of the other characters (Killua) says that it is stupid, because it telegraphs to his opponent that he is preparing an attack. Their trainer, Biske, said it was neccessary, as it helps him "get into it", which boosts his power. In Japanese and other oriental martial arts, the "Kiai" is also another noise which is not neccessary, but helps increase the effectiveness of an attack. I believe that Goku shouting out his attack helps make it more powerful. Just a thought.

It isn't, but general exultations and vocalizations that reflect leaps in wielded power are still prevalent and ubiquitous (even if not on every occasion, such as with SS Goku and Freeza's beam struggle, where he was driving in his strength as a catalyst for retribution, where the accentuation in the SS transformation was more effort and less transformation and the such). It is, after all, a martial arts series, so it emanating from that background works as such.
No, though, decrying the technique isn't necessitated.

its actually not necessary.......the scream might just give the user of the kamehameha wave a boost to harness his inner power...dig out his strength by delving into the inner recesses of the mind.....
also the viewers get to know about the name of the technique used....from the point of view of the makers of DBZ the loyal fans should know about one of the most destructive signature attack of the Z warriors Goku, Gohan and Krillin

I remember reading an interview with Toriyama that I belive came out in an issue of JUMP. I think it was part of one of the question and answer segments, actually. Anyway, someone had asked about this, and about the colors of the attacks. He basicly explained that both elements were his wife's idea. She'd told him the readers would enjoy it more if the attack was called, it'd give it more 'force' or something. And the color was added (or in the case of the manga, the very outline of the attack) so as to give the reader/viewer something to see. Ki attacks were originally just going to be invisible, ala the idea of real-world Ki moves.
