after rereading the cui vegeta fight on the manga im kinda puzzle on whats cui's power level we all know that vegeta was 18000 at the saiyan arc but before cui fought vegeta dodoria said that cui could easily beat vegeta. how is that possible if they are "suppose to " have the same 18000 power level so i guessing its higher maybe 19000 . but being 19000 wont make you beat an 18000 easy probably if he;s above 20000 he could beat an 18000 easy but that would make him as strong as dodoria and zarbon but i dont think he is since vegeta wouldnt have been that much faster then him remember how zarbon could keep up with vegeta while chasing him before their second battle and he wasnt even transform so what you guys think about this issue

I think that Dodoria was going on outdated information, as Kiwi states when he confronts Bejiita (before he demonstrates his ability to power up) that there was no difference in their power. Later when Bejiita actually starts powering up, Kiwi first states that Bejiita's power is as high as his, then he starts counting upwards at intervals of 1,000 until his scouter explodes, starting at 19,000. So that means that Kiwi's battle power is below 19,000.
As for the speed thing, an equality in battle power doesn't always constitute an equality in all aspects (speed, strength, endurance, etc). Baata, in comparison to Jiisu and Rikuumu of the Ginyu Tokusentai are prime examples of this, as they are stated to have equal battle powers, yet Baata is shown to be superior to both of them in terms of speed.

When Cui first arives on Namek, he tells Vegeta that his supressed power is well below his. Since Cui was aware of Vegeta's battle power prior to his zenkai, anwhere above 18,500+ seems like a reasonable estimate.

No, Vegeta's power when he arrived on Namek was suppressed to his maximum abilities prior to his zenkai (around 18,000) when he first arrived on Namek. Cui told Vegeta that his battle strength was well below his own, which in all likeliness suggests that Cui is 18,500+.
