I think Trunks did reach SS3 in the Cell Saga .
When His Pony Tail Was Cut off and it turned into Really SPikey Orange hair with amazingly big muscles.
but ive herad he doesnt exist or thats ss2 so please just let me know who it is.

That form is neither Ssj2 or Ssj3, but a sub form to the first Ssj transformation known as "Ssj 3rd Grade". It is the second strongest of the Ssj sub forms (the "Full-power" or "Mastered" Ssj form that Gokuu and Gohan demonstrate in the Seru Saga is the strongest), but due to the augmented muscle mass that the user possesses, there is a sacrifice in speed.

Mirai Torunkusu never reaches Ssj2 (at least canonically, he is never shown to reach Ssj2) let alone reach Ssj3.
