I can't figure out their strengths compared to each other. For Cell's blast(which didn't seem like he put much into it) to hurt SS2 Gohan like it did, that would mean they are close together in power. But Gohan says he only has half his strength left after the blast, which I would think would let Cell's Kamehameha quickly overpower Gohan's and kill him.
When I look at people's power level lists, they simply have Gohan's Kamehameha stronger in comparison to his power level, than Cell's. But why? Was Cell holding back? I also don't see how Gohan getting his arm messed up would cut his power level in half. Goku didn't seem to take a hit to his strength as King Piccolo took out his limbs.

Well, while Seru's blast was probably quite strong, as it was a Furiiza style finger blast meant to take out Bejiita (so you know it was meant to puncture a hole, and not just explode), I think that the majority of the reason why Gohan said that his strength was cut in half was a morale issue, and not a truly physical one. He's still guilt ridden over losing his father due to his own stupidity, and now he's facing off against a stronger version of his father's killer with a damaged arm, so it's bound to hurt his confidence. That's why it seemed Gokuu's urging helped him out in terms of the power he was emitting with his Kamehameha, though it seems reasonable that Seru was holding back some just for the sheer sport of it.
To answer your question, I'd say Seru was about 4/5 of Gohan's full power when he regenerated.

I feel it was just that Gohan sort of frivolously underestimated Cell (having allowed him to develop an SS2 aura, inadvertently), so I feel the 'post-explosion' Complete Cell was noticeably stronger than Gohan at that point (not factoring in his full power), but not so much so that the fight in question was hopeless. As for the half-power comment.... it could have been either a rudimentary hyperbole or a metaphor: Gohan was limited by his conscience and morality, either way. Then again, perhaps he wasn't exaggerating. It's open to interpretation.

I have always assumedthat SPC was actually stronger then gohan ssj2. His 1 fingered blast (shown as yellow in the anime, obviously black + white in the manga) i never assumed to be a death beam. We havent seen cell do it before, and judging by how large the blast+aura of it, i highly doubt its frieza's attack. So, for SPC to be able to cripple gohan (doesnt even need to be to 50%, just that gohan got really messed up by the blast) with a move he was using to kill a broken vegeta, is signs for me. Vegeta was already on the ground and he wasnt anything compared to cell, so i dont see why cell would even bother to have to put any decent amount of power behind his attack. Also during their kameha struggle, SPC is toying around the entire time, and right when hes about to finish it he gets distracted. I think the distraction+gohans full power was the only reason SPC died. I believe if SPC WAS paying attention he would have just pushed gohans move back. That is also why i think goku made gohan wait to unleash his power, because he knew gohan couldnt defeat spc |

I think Gohan and Cell were definitely similiar in power. Gohan was still probably more powerful, because I don't see how Cell's increase can put him above Super Saiyan 2 Gohan. Also, when Cell comes back, Gohan turns back into Super Saiyan 2, and smirks like he's not really worried about Cell's new power. After he defends Vegeta from the chi-blast, he goes on to say: Cell's powers increased more then I thought!!
This tell's me that initially, Gohan didn't think much of the new Super Perfect Cell's power. But, after feeling his power directly from the beam, he get's a better understanding of Cell's power. Cell had to have Super Saiyan 2 like power, if he didn't, that much damage wouldn't be done with a simple chi-blast.

SS2 Gohan is just slighty stronger than SP Cell. Gohan had to power to beat during the kamehameha struggle, he was just to scared to release all until after vegeta blasted Cell.

The reason why Gohan thought he lost so much power [when he really didn't] was because he was new to the form, and I think he didn't understand it's true parameters. Kinda like when Goku became a SSj for the first time. Then there's the thing about how he got his dad killed...I'd say that would hurt his self-confidence a bit. It could also be that Gohan was just blinded by despair.

From what has been shown, Perfect Cell with Zenkai has been shown to have a clear advantage over Gohan, when Gohan is at 50%, and this is taking in affect that what Gohan said was true, and his power really was docked down to 50%. If it was all in his head, as his father had said, than Cell shows an even clearer example of his dominance. It was shown, in both Manga and Anime, that Cell was laughing and taunting Gohan through the entire beam duel, and it was only when Cell was distracted and looking away, before Gohan unleashed his power, while Cell was still looking at Vegeta, and suddenly realized what was happening.
Unlike the anime I should say, in the manga, Cell did not start to slowly distegrate, but was instantly thrown back by the force of the beam, giving him absolutely no chance of a counter attack. So, basically it goes like this...Whether or not Cell had the power to repell Gohan's blast, or if Gohan had indeed risen above his arch-enemy.
