who do you think would be the top four strongest characters? And since they all have equal potential, you have no choice but to go by their personalities.

Based on who trains the most and who want to be the best or to achive something worthwhile

1.Tein - constantly training making him able to beat Goku in a fight
2.Vegeta - wants to beat Kaccorot in a fight, wants to be the best
3.Piccolo - constantly training all the time
4.Uub - starts off as a strong recarnation, his power level would only grow a few feets more than a human like Tein, with Saiyan potential he would be stronger than a ssj4 Goku at base.

Tien and Goku and Piccolo, are the ones to trian smarter, Vegeta train hard but that alone is not enough, Tien in Dragon Ball increase hugely speed, strenght, he choose to remain with king Kai to train more, and is supose that he never stop trianing, Goku in the room of spirit and time choose train his control of Supersaiyan than increase his strengt, that kind of training allow him and Gohan to leave the rest far behind.

Vegeta is pretty smart. When Goku was in other world in a dead body training with the Grand Kai, Vegeta was left to himself to train in a living body. By the end of the 7 year period SSj2 Vegeta was very close to SSj2 Goku. To keep up that much is amazing...especially since he was a lot weaker than Goku from the Cell Game.

for vegeta to do that he is supose to copy Goku and gohan after the cell games, control his supersaiyan form first, vegeta before focus in power up more. Goku is more talented, without taking any merit to Vegeta, but really i think that Tien could grow more if they grow equal.

IMVHO (In My Very Humble Opinion), the likes of Roshi and Karin and Kami were much stronger in their youth. Not astronomically or even hugely, just like, maybe 40% stronger than they are now.

So, again IMVHO, Roshi would never get up there with the new generation. Even if he had the potential, he is limited as he is from the older generation.

My list (Brace yourselves, they are long and deep):

1) Piccolo: Suuure, Vegeta every once in a while makes incredible, spontaneous leaps. But his power is suppressed by his judgement and his ability limited by his situations. Piccolo learned to get over his evil side and become more of a stoic, conservative person; throwing in dry humor and intelligent analysis once in a while. It is due to personality improvement that Piccolo would get ahead of Vegeta for a long time (But he would eventually slow down due to the goodness of Kami-Sama). By the time that happens, Vegeta would already be in a lower-leaugue. Trump Cards: Zenkais (Something Goku and Vegeta can't do anymore), merging with every Namek

2) Goku^^: Come on, the guy is brilliant for such a simple-minded fool. Not only is he earnest and has rock-solid perserverence, he is the kind of guy that wants competition. Vegeta likes a good fight but his ego is too big and his National pride too zealous. Piccolo would like to be the strongest but he is impatient.

Examples of Goku's Sportsmanship: Kuririn was always given words of encouragement in their younger years and even during a little bit of Z. Once Piccolo's evil was weeded out, Goku found it safe enough to spar with him and exercise before he Android-killers came. The list goes on. Not only is he enthusiastic and has qualities of a true Sports-player, he is a kind-soul. Goku never really wants to kill anyone. Everyone deserves a second-chance and then it's pay-back-time. With an attitude like that, Goku would outstrip almost everyone. Trump Card: Elder-Kai's sword, Uub.

^But Optimism and enthusiasm alone cannot scale the wall of sheer power.

3) Vegeta: On Namek, he used the zenkai until it was dry and still couldn't beat Frieza (at one of his lowest percentages). In the Android crisis, the ROSAT gave him a great push forward, effectively "putting his money where his mouth was". Against Cell, he couldn't think clearly and his strategies were irrational because of his enormous ego. During the 7 years, he was stuck with Earth equipment and a brat (he already used up his turns in the ROSAT). Against Boo, his madness over-took him but it was too late to realize the mistake (Self-Destruction--literally--was the only chance he had of completely killing Boo). He sets up his own failures. Trump Card: SSJ3

4) Tenshnihan: Trunks pretty much hit his limit with the second turn in the ROSAT. He may or may not have been able to reach SSJ2 in the future, but even that couldn't catch him up to Tenshinhan. I already explained in Zer0's "human-over-million" thread that he'd be well into the XX millions by the Buu saga with his own methodology alone. With Saiyajin-esque potential, his power would sky-rocket but not much higher than a SS2. Trump Card: ROSAT.

Basically I think Goku would still be the strongest as he just has something about like a talent for becoming stronger than everyone else. I think all with the same potential he would find it the easiest to bring it out as he never really struggled releasing his potential before. He just has the talent for getting stronger like it comes to him naturally.

I think Vegeta would be next as he would be driven in his hatred of the fact that "Kakarot" is always just a little or maybe a lot stronger than he is. I think he would train hard nlot blinded by rage allowing to improve but with just not the natural ability to release his potential as well as Goku can.

I would probably put Piccolo just very slightly higher than Tenshinhan but very close to each other. They would both train sensibly in both the body and the mind making them at least more intelligent than the above two. I also think they could develop and master much more complex and interetsing techniques which could increasingly helping them in battle.
