I don't think you guys understand just how hard it is to reach. It's not a simple task that simply involves a long period of training. Even after 15 years, Vegeta is still unable to reach the level in GT...and he trains non-stop.

Vegeta found himself with just as much at stake: his family. He has just as much a reason to ascend to that level as Goku. He is much more ambitious as well. I think the only reason why Goku reached SSj3 was because he was in Other World.

While Vegeta is amazing at increasing his strength through training, he had quite a large gap to fill. First off was that he was not a mastered super saiyan, so he had a long ways to go just to catch up to Cell Arc Goku, let alone surpass him. Additionally, after mastering super saiyan you had to ascend it to go to ssj2, which would have taken a long time as well. You also have to take note in how Goku probably had some help in Otherworld (like King Kai and maybe some training partners, although I'm aware that there's no canon evidence to suggest this), so it would have been easier for him to go to new levels. On the other hand, Vegeta has shown that he is not one to accept help in training; in the ROSAT Trunks noted that he preferred being alone. Most of all, since there was a period of peace during those 7 years, Vegeta most likely did not train as hard as he did, say, in the 3 years before the Android's arrival.
I really do think that if Vegeta put his mind to it and went through a "training through hell," (as he recalls his training to become a ssj for the first time), he would become a ssj3.

The fact that he achieved the mastery of SSj, and the second level, SSj2, proves he did go through a hell of a training. He saw that both Goku and Gohan had surpassed him. You think he's going to take that lightly? Of course he isn't. It probably fueled his ambition even more.

But the thing is that Vegeta had to play catch-up first. Even after his second ROSAT he was no match for a supressed Perfect Cell, while mssj Goku was able to take him head-on in a powered-up state.Think about how long it would take to fill up that gap. If he had started out at mssj Goku's level then it would have been a hell of a lot easier to reach ssj2 and ssj3.

We only know of one way that the SSj2 state can be reached. And that's demonstrated by Gohan. Vegeta knew exactly what to do in order to reach the mastered state. Under the gravity chamber, it could take him less than a year, maybe a couple months more. It wouldn't be too hard at all for him to reach that state. And if you think about it, he'll be even stronger than Goku was during the Cell Arc because he was an already strong, RoSaT trained SSj. Mastering the state would give him more power than Goku had because Goku entered the RoSaT a regular SSj. Vegeta entered the RoSaT twice. After that, comes the great ascension to SSj2. How long it took for him to reach that level is anyone's guess.
