They both went into the chamber a second time. You should watch it again.
Vegeta trains a lot harder than Trunks, and I'd say he had more motivation in the second trip.
I can't see how that matters.
Vegeta did not train to reach this form because he already knew of its weaknesses, where was Trunks was blinded by the fact that it would give him immense strength. Vegeta is clearly the smarter of the two in battle.
Vegeta wins!

Vegeta wasn't aware of shit, if he knew the transformations would slow them down, he would have powered down to Super Saiyan when he realized how fast Complete Cell was, instead of just egging him on to take the Final Flash head on. If he had any real tactical knowledge he would have realized that he would just regenerate afterwards, since he's done it before then.

I don't understand this. Nothing really suggests the ASSJ form slows you down, why would he do this?
He was obviously using the Final Flash as a last resort, and he hoped to completely annihilate Cell with it (needless to say he failed).

I'm holding the Manga in my hand, he referres to both forms slowing them down by a lot. He also says that was his second forms weakness, the major reason why needed 18.

The Ssj 2nd Grade form did not decrease the speed of the user whatsoever. It was only the Ssj 3rd grade form that both Torunkusu and Gokuu are shown physically transforming into that actually sacrifices their speed for the power they gain from their augmented muscle mass.

Primary USSJ increased their muscles by a lot. Going Super Saiyan does too(well it did in the Frieza saga, where things mattered) but not like that. Vegeta does go slower because of this and Cell calls him on it. He says it was the reason he was able to avoid Final Flash to only the left side of his body.

No, Seru points out that he was able to evade the majority of the blast because he was simply too fast for Bejiita. He was chalking it up to his own superior speed (not to the Ssj 2nd Grade loss of speed as you seem to believe). It was only when Torunkusu tried fighting him in his Ssj 3rd Grade form did Seru point out that the form had a weakness, and that Bejiita knew about it (Torunkusu afterwards realizes that his father had to have known about the weakness of the form and opted to remain in the weaker but faster and more maneuverable Ssj 2nd Grade form)
