I believe the power difference is much larger with Super Perfect Cell and 100% Freeza, and here's why.

After awhile everyone stopped mentioning Freeza's name when they were comparing enemies, or thinking about previous enemies who they had trouble with. I believe Super Perfect Cell to be nearly as powerful as Super Saiyan x2 Gohan, and Freeza is nowhere near that. There have been plenty of references to someone being more powerful then Gohan was when he fought Cell during the Buu arc. Like I said before, if Goku is comparing Dabura to Cell, and people such as Piccolo are impressed with Vegeta fighting Majin Buu with a power level that was superior during the Cell arc, then that leads me to believe Super Perfect Cell is not as weak as people think, during the Buu arc. Again, the reason why I believe that is because I think Super Perfect Cell is almost as powerful as Gohan.
