Is Freeza stronger than Cooler?

When Goku was fighting freeza 100% they were pretty evenly matched but when Cooler used his final form goku was able to beat it easily so is Freeza stronger than Cooler?

Gokuu was probably stronger than he was in Furiza Arc at the beginning of the movie. Something small like from 3,000,000 to over 3,300,000 or something. Kura easily takes him down which results in a zenkai. That would bring Gokuu to around 4,950,000. Add in the Super Saiyajin multiplier 50 and you get a considerably stronger Super Saiyajin Gokuu then before, 150,000,000->247,500,000. That pretty much shows Kura's superiorty over Furiza.

And that's pretty much right. Goku was only able to beat Cooler's 5th form because of the Zenkai he recieved from the injury inflicted upon him by Cooler earlier in the movie.
