What level of super saiyan do you think they are when fighting the cell jrs?
I think Vegeta and Trunks were just SSJ. They don't have the same muscle definition like they did as ASSJ(SSJ type 2). I also think it fits better when it comes to power levels. If they were ASSJ(SSJ type 2), that would pretty much mean Piccolo > SSJ Vegeta/Trunks, but I think it's the other way around after Vegeta and Trunks go through the time chamber a second time.

Their muscle mass and auras in different panels of the manga suggest that not to be the case, as they lack both the defined muscle mass as well as the particular aura that all the characters in the Ssj 2nd Grade state have exhibited.

I see nothing that indicates them transforming beyond Super Saiyan. They turn Super Saiyan, and that's it.
Their Super Saiyan forms at the Cell Games were likely now powered-up to the levels they were at in their "higher" forms (the training in the Time Chamber must have produced some kind of results; they weren't just sitting around in there), but it still wasn't enough to compete with Cell. |

I was always of the impression that both of them have bulky muscles (even if not quite as bulky as they were against 'Incomplete' Cell in his 2nd stage, noticeably more bulky than the regular SS form); which should answer your question. While the SS Type 2 and Type 3 states were proved ineffectual in ominous sentiments, Type 3 was proved much moreso ineffectual - there was no speed decrease with the Type 2 state, and if anything an augmentation in that facet. If Vegeta could just multiply his power level a few fold through the Type 2 state against the Cell Juniors that he had a battle on equal footing with, then I think that would put an end to the battle.
Only the Type 3 state was proven the most ineffectual, with Complete Cell demonstrating on the fly how mortifyingly wrong Mirai Trunks was about using the state in question. If neither of them mastered the SS state (which they didn't, obviously, as they were lambasted and taken aback by the sheer power and explosiveness of said power that both MSS Goku and Complete Cell wielded alone), then, well... while I could see the inveiglement of why they'd revert to the normal SS form? I think they were in SS Type 2 due to exhibiting bulky muscles and all of the aforementioned.

They were both SSJ. I think they gave up on the ASSJ/USSJ forms and tried to reach MSSJ like Goku and Gohan, but didn't quite make it there.
