The bands on his forehead and arms were placed on him by Paragus when Burori was apparently in his late teens to early 20's (judging by how he appeared in the flashbacks) as a means of both a power suppression (considering they blew up when he went DnSsj) as well as a method of making him somewhat docile, and as such, more controllable.

No, Broly can't really control his power. He's very dangerous. That's why his father Paragas put a controlling device on his head-it's to keep him from overreacting or something. And, I'm pretty sure Broly is unable to take it off because his father probably has him under some kind of hypnosis that stops him from doing so.
