Question about Cell

I've always thought that Cell acquired Piccolo's cells by absorbing his arm during their quarrel, but recently I read somewhere that Cell had already had Piccolo's cell within him before then. Is this true? Was Cell able to regenerate even before he absorbed Piccolo's arm?

Seru was created with the cells of Gokuu, Bejiita, Pikkoro, and Furiiza already a part of his being. He did not integrate any of Pikkoro's cells into his body when he absorbed the ki from Pikkoro's arm, as he already had the cells within him. That's why when Seru first introduced himself, he toted himself as being Pikkoro's "brother" since they were partially of the same blood. He had the ability to regenerate from the moment he was created.

In a effort to make the perfect weapon Gero decided to make the perfect andriod thus Cell was born. He used Goku, Vegeta's, Frieza, and Piccolo's cells in him. So thats why he could be regrenated
