In the original manga Toriyama has the South Kaio Shin brag to North Kaio Shin that his pupil Popeye is stronger than Goku until he trains with 200 tons of weights like it was nothing. Then in the dubbed manga his name is changed to Papoye (most likely for copyright purposes). Then we are finally revealed to Popeye (Papoye or whatever) in the anime as a strong young perfect guy named Olibu! (I think). The problem is that I need to be cleared up on this. Is Olibu this Papoye/Popeye? And if he is, he sure doesn't look like the pipe chomping, spinach power-up cartoon I know!! Please clear this up for me!

First off, the character's name was Papoi (not Popeye). More importantly though for the sake of that particular filler arc, Olive (Olibu's japanese name) was one of North Kaiou-sama's earlier students, a fighter from Earth that inspired the legends of Hercules among others. Papoi is the South Kaiou-sama's prized fighter who is first shown to us after this filler tournament, thus not only are he and Olive not the same person, they don't even come from the same galaxy.
On a different note, you labeled them wrong. They are not Kaiou Shin, as those are the ones referred to in the dub as the "Supreme Kais".

No, you're mistaken on both parts.
The character's name is Papoi, it may be pronounced like it could be "Popeye", but the spelling is and always has been Papoi. The god hierarchy in DBZ is this At the top of the list Dai Kaioushin-sama (the fat mohawked god that Chibi Buu absorbed millenia ago, resulting in the formation of Fat Buu) Rou Dai Kaioushin-sama (a former Dai Kaioushin-sama, known in the dub as "Elder Kai") Below them North Kaioushin-sama (apart from being outright killed by Chibi Buu, no information about him is known) West Kaioushin-sama (same as above) East Kaioushin-sama (weakest of the Kaioushin-samas by his own words, known in the dub as "Supreme Kai") South Kaioushin-sama (strongest of the Kaioushin-samas by East Kaioushin-sama's words, absorbed by Chibi Buu rather than outright killed) Below them Dai Kaiou-sama (never shown in the manga, shown in the anime as a punk rocker Roshi-like character, known in the dub as "Grand Kai") Below him North Kaiou-sama (trained Gokuu, Pikkoro, Yamucha, Tenshinhan, and Chiaotzu. Tends to tell bad jokes. Known in the dub as "King Kai") South Kaiou-sama (trained Papoi. Only other Kaiou-sama shown in the manga. Known in the dub as "South Kai") East Kaiou-sama (never shown in the manga, shown in the anime as a female Kaiou-sama.
