His rapid arm movements prior to firing off a burning attack don't resemble any of the hand signs in Naruto whatsoever. The hand signs in Naruto are precise finger positions, while the burning attack's formation can be considered more along the lines of just gathering latent ki from the air or something along those lines. It's not a jutsu.

DBZ and Naruto are two separate worlds. If he was using a jutsu it would've been explained to us first. It's simply a ki attack.
