Well...Gokuu was able to take a bullet to the head at the start of Dragonball without it penetrating the skin (it hurt him, but didn't kill him), so the general concensus would be around 15-30 (going by rough estimates as to how strong Gokuu probably was at the start of DB) is what it'd take to at least be able to withstand a bullet.
As for a nuclear explosion...there's no way of knowing since there are products of a nuclear blast that no ki blast can replicate (intense heat, radiation, etc), and since no nuclear blast has been fired off in the course of DB/Z, then there's just no information to go off of.

According to the Daizenshuu a power level of 10 would be unaffected by bullets but that seems to low, being twice the average human to not be affected by bullets. I'll get back to you on the nuclear blast.

Well, you're right. Goku did feel pain after that bullet, so how about this one? What power level would you have to be to the point where bullets can't HURT you at ALL?

The temperature of lava ranges from 1170-1200 degrees celsius on average, while the temperatures of the surges of heat that are expelled from a nuclear blast can reachtens of millions of degrees celsius, which is far hotter than the surface of the sun.
As for the battle power a being needs to be able to take a bullet without it hurting...can't say for sure, since no one has taken a bullet since mid Dragonball. Gokuu took a slew of them when he was hiding from the Red Ribbon soldiers in Snow's house, but he still seemed to be in pain from those, and he had a max battle power in the hundred range at that time (though he was probably not at his max when he took the shots). I'd say 150-200 is the minimum needed to take one and it not hurt.

Well, look at what transpired with the soldiers of the Red Ribbon Army firing off several rounds at him while he was hiding in Snow's house. He had to have a base power level well above 15-20 at that time, yet he's still visible in pain from the shots. Then factor in when Lunch peppered Kamesennin, Kuririn, and Gokuu with her machine gun and they all physically were in pain from it. Sure that scene was in there mainly for the humor involved, but to say that all three of them were only in the 15-20 range at the time she fired at them is highly unlikely (especially Kamesennin)

The only time I know of when someone received a shot and didn't feel it; I think is when Raditz went against the farmer. I'm not sure if he was shot or not.
Just for refrence, Sun's Core: 24,000,000 F. Sun's Mantle: 9,000,000 F(And it varies I suppose) Sun's Surface: 9,500. Temp. of a Nuke Blast: 18,000,032 F Sun's Core: 13,611,093 C. Sun's Mantle: 4,999,982 C(And it varies I suppose) Sun's Surface: 5,511.666 C Temp. of a Nuke Blast: 10,000,000 C http://www.youtube.com/watch?v=e03WGs3WCi0&mode=related&search= ![]() At this point he hit the surface temp. of 9,500 F. He traveled 24 seconds after hitting the surface (without the flashback), 35 seconds. (with the flashback) Okay, now the speed he was travelling; (Based on upon the time it took him to travel from the Earth to the sun I calculated his speed. Now, apply that to the amount of time he was within the sun (Without flashback.) and it shows that he cleanly passed through the surface, the core and almost made it out of the other side. (23,991 miles from coming out of it. It should have taken him another half a second to pass out of the sun.) So I'd say he can withstand one maybe two atomic blasts; but after that even a temperature of 9,500 could destroy him. So, like 30,000,000 Fahrenheit is probably the limit at Cooler's level. I don't know the PLs about that, but I'm sure some gurus could figure that out here. (Duo has a guess of about 1,000,000 PL for Cooler.) Now the reason I used the 24 seconds of traveling through the sun is because otherwise he would have been way beyond the sun. In the video you can clearly see the flames that arrived the moment he hit the sun. (The other lights and oranges are from the actual ki blast.) So, there you have it, yes they should be able to survive a nuclear blast. (Later on of course.)

You can't really go with that movie in terms of accuracy since it's non-canon...I mean after all, DnSsj Burori (Densetsu no Super Saiya-jin) in movie 10 met his fate in much the same way (though whether or not he had penetrated the surface when he was forced against the sun or not is unknown), and his strength far surpasses Koora.

Mhrm; that's possibly true. I'd have to calculate the distance; speed of travel and etc. to find out if the readings are similar. Let me post that tomorrow.
But going by Movie 5, Cooler's PL can withstand 1-2 Nukes (At least the temperature) Probably only one nuke itself. Based upon the actual footage on Movie 10, it looks like Brolly is destroyed after moving through the sun, and out to the surface (Similar to Cooler) but I'm guessing because of the power of the kamehameha it injured him enough to allow him to be killed the sun's temperature. So roughly I'd put him at about 2-4 nukes. Depends on the kamehamehas power and how much damage he recieved before hand.

I think the farmer plus the gun had a power level of 5, cuz if you think about it, the gun was most of the farmer's power. I think the power level of a human is much lower.
