I've heard it in the lyrics for the first Japanese opening for Z. Other than that, it holds no ground as it is just a fan term. "Auto-evolution Saiyan Power-up" or a variant thereof should be used. It's just like how people use "Mystic" in front of Gohan. It's a ridiculous fan-term that shouldn't be used. In fact, Gohan received a title in the Daizenshuu to describe what he was at that point in time. "Saikyo no Gohan" - "Mightiest" or "Ultimate" Gohan.
So yeah, it's a common, overused, semi-inaccurate fan-term.

"Zenkai" means "complete recovery of health, complete destruction, last time, last installment, last session, opening fully, full-throttle".
I.e., "Zenkai Seru" (post-self-destruction on King Kai's planet), in which you could apply both the first and second definition.
