I guess it's not so basic, sense in canon the only character to use it is Tien.
It's impressive, but not that effectice anyways, it splits your powerlevel among the number of copies. If they could have improved it or learned a new version where they could make at least 4 with the same max powerlevel, then it would have came in to be handy. Perfect Cell is such a cheater, he could make cell juniors, and each of them where supposed to be as strong as him. This comes from his piccolo dna. |

Ooohhhh-I think it's pretty basic. It's like saying, well Vegeta never used the Kamehameha wave so it must be too hard for him to learn. That's obviously not true. Same with Krillen and the Multi technique.

It's speculative whether or not he ever learned it, since as it's been said it can't be THAT hard of a technique to learn. However, unless he is directly shown to use the technique in the manga, or if he or anyone else infers or directly states that he can perform the technique, then we can't assume that he did.

Shishin, also known as the "Twelve Eyes" technique, is completely Tenshinhan's and there is no part of the original Manga in which anyone besides himself uses it. It is part of his wide and incredible arsenal that makes him arguably the best technique-pioneer in the entire story. I don't understand why the Filler segments chose to take it so lightly, especially with Piccolo and Kuririn just "doing it" because that downplays the incredible stature of the technique. I believe it is not basic, but indeed a very advanced technique. Ten was developing it for 3 years, after all.
The only filler usage of the technique I really accept is from Cell, because although he didn't have Ten's cell's in the Manga, it was a really cool idea to see him using it. Pity the episode itself was very poorly done. But yeah, Shishin (Twelve Eyes) rocks.

If so who all does he have? So the moves that he does , they are just learned them from Gero's spybots, and played in cells brain as an embryo? |

In the Manga, it is stated that Cell only has DNA from Vegeta, Goku, Freeza, Cold, and Piccolo. However, the Anime changes this to say that he also has DNA from "a multitude of warriors" including Tenshinhan, thus explaining why a Filler was allowed to include his usage of Shishin, so it makes sense in that regard.
