He might have in the Japanese version. It's been a couple years since I put the movie in so I can't remember. I just figure he used it to a factor of 10 because we know he was capable of doing so without exhausting his body too thoroughly. He used the 10-fold Kaio-ken against Tullece in Movie 3, which was spoken in the Japanese version.
The context of the situation can help, too. I "know" that Goku used the Kaio-ken x10 against Cooler's Last Transformation, because that movie was made to mimic elements from the Freeza arc. I also "know" that Goku's last Kaio-ken in that battle was a 20-fold, and was used in sync with a Kamehameha, because he did the same thing against Freeza. If it makes sense, run with it?
