Krillin is the strongest human.

Krillin stays stronger than Tien after Guru's power up.

Now we know that Krillin reached over 23,000 on Namek. And then later on Vegeta also states that both his and Gohan's powers are still rising, so he's definitely somewhere in the 25-30,000 range. We have Tien training at King Kai's, but all the days he spent there training wouldn't bring him past 23,000 simply because when Goku trained there for 158 days, he only managed to bring his power level up to 8,000. Tien trains almost twice as many days as Goku did there but it sure wouldn't bring him past 23,000, even if he had twice as many days Goku did. One of the things that benifits the training at King Kai's is the 10x gravity. However, the gravity would lose its effect after Tien trains there so many days though, so after being there for 158 days, the gravity would have no effect on Tien anymore and then he trains there for another 100+ days. Tien wouldn't get that much out of his training as he did in his first 158 days training there. And there's no way Tien went passed 8,000 in those first 158 days. Goku's training was more rough because he had to learn and master the Kaioken and the Spirit Bomb which would increase his training a good deal from mastereing them. How would Tien train harder than Goku if he couldn't even learn Kaioken?

So Tien would get less than 8,000 in his first 158 days training there and then would get even less from his training after that because the gravity would lose it's effect. Basically, there's nothing Tien could do to surpass Guru's power up that krillin recieved. Krillin has to be stronger than Tien after Tien leaves King Kai's. Now both Krillin and Tien both train 3 years before the androids arrive and then another 10 days before the Cell Games. And then we have Krillin training a bit before the upcoming tournament.

However if you like going by GT (I advise you not to) then by the end of it Tien would be stronger because Krillin is shown as an old man (not training) and Tien is shown training with Chiautzu at the end of GT.

So depends when in the timeline you are talking about. But yeah Krillin is Stated to be stronger and you can't nullify statements with assumptions. So Krillin>>Tien.
