You can only use "Matter of opinion" for a select few PL's...the MAJORITY of them have to be based on intelligant thought. And mine are...Vegeta's base being 1/6th of his SS Form and Goku's being 1/25'th of his SS Form.

Super Spirit Bomb Formula - 2.5 (Half of average humans PL)
x 5 Billion (Population in the mid-90's at some time, seemed like a good number)
+ 10.3 Billion (Half of SS3 Gotenks PL and Chao Gohans Power, Put together.)


Although, SS3 Gotenks wasn't present, but the Other Z-fighters and Other planets he drew Ki from would make up that difference.

I fell that they were about equal, but Piccolo was slightly stronger.

And Cell pretty much stated that the buffed out form would be useless anyway, and "anyone can get buff out to become more powerful, but their speed is reduced.)

In terms of speed, USSJ Trunks>Cell, so Cell wouldn't want to get buff.

ok, raw power=/=ki power. raw power is the power of your muscles and what not. if trunks>>>cell in raw power, that doesnt mean his power level is higher. it means that his brute force is higher.

in dbz, ones power level is not judged by the size of their muscles. if that were true, than ussj2 trunks' powerlevel would be higher than everyone else's. but thats not the case.
