Piccolo. Even though hes not a strong as vegita,goku, and gohan, he always everyone always listens to his advice and follows his plans. He is way smarter than Yamcha and Krillon the bumbling fools lol. Tien is quite smart as well (like solar flare)

oh and about the "Kamiccolo" thing, when he fusese with Kami he is called Kamiccolo but everyone still calls him Piccolo coz they keeped his body, not Kami's body

Technically he's not Piccolo anymore because he says, "I am no longer Kami or Piccolo. I am the warrior who has long sense forgotten his name." He tells Goku to just call him Piccolo.

Hands down Piccolo is the smartest of the Z Fighters! I can recall the Lord Slug movie when he hatch the plan to have young Gohan whistle... stunning Lord Slug! Piccolo would be an awesome General of any army today!

piccolo by far,
piccolo is the wise one out of the z fighters and also one of the tough ones, and he is a really good bluffer.

plus he is with kame now! making him more wiser and powerfuller
