piccolo would be tough to beat if he was a saiyan or Super saiyan. If he was a SS then go fuse with Kami, he would kill #17 and cell with ease. gogeta-166 is right, it would screw up the whole show.

piccolo wouldn't have permanently fused with kami and nail, but he would be of about the same strength as vegeta. not sure who would be stronger though. 1 thing is sure: he would NEVER get stronger than goku... that's just not possible.
