That isn't a very good question, but I'll answer anyway.

Vegeta can go Ssj2 which automaticly puts him way above Piccolo's power.

Actually, in GT Vegeta can on;y go SSJ.

Gt writers left it out, which makes no sense. Especially sense he NEVER stopped training so he should be stronger, not weaker.

in the buu saga piccolos power was about the same as perfect cells and perfect cell was just as strong as a super saiyain2.which would make piccolo as strong as a super saiyan 2.but by gt piccolo would have been much stronger so i think piccolo would have been stronger than vegita maybe not by much but he would have been a little stronger

false. SSJ2 Gohan defeated Perfect Cell with what? 3 hits? I doubt they are the same power.

Vegeta!!! in GT Baby-Gohan easily put Piccolo on his place. But in order to defeat Vegeta Baby Gohan and Baby Goten were needed and they even had trouble.

On the topic. Vegeta can definetly beat Piccolo. As with the help of Bulma he can transform into an SSJ4. Because this created Gogeta.

Screw lightning! You don't need lightning to be SS2!

Nappa had lightning in his normal form. Lightning is used to depict intense, surging power. Even if SS2 IS supposed to have lightning, SS2 and SS1 look the same. Vegeta was SS2 in GT along with Trunks, Goten, and Gohan. The reason they didn't have the SS2 trademark lightning effect is because GT is screwed.

Vegeta would win this fight pretty easily.
