Forget my last post my brother was on the Internet and he showed me "Gogeta,Super Saiyan 4" (with a power level of 20,000,000) is the most powerful card.

I don't know, it comes down to Gotenks lv.2, Baby Vegeta lv.5, and Goku lv.5 SS4. But I think that it's Goku SSJ4 lv.5.

My rarest card is in my GT deck. My SS3 Goku. I also have the adult SS3 Goku in my DBZ deck.. But the child one in GT has a strongher powerlevel steps.
