I'd say Cooler when he's in HIS final form, with the thing covering his mouth. That, or Jamemba or however it's spelled. (I still moderate over these boards, so let's keep the profanity to a minimum and remember to dutifully maintain respect for other posters. Perfect cell, Cooler (coola) in his final form, and Broli (broly) were the coolest-looking villian in my opinion

Complete Cell. The rudimentary quality of him just nonchalantly standing there as if the power he wields now is child's play (but still coming off as graceful and not too vexingly a show-off [like Freeza in his 'true' form] whilst still denoting the jump in ferociousness) with that certain look filling his gaze envokes the sinister nature I feel is most apt for his completion. He looks humanoid - that was warranted in that it made him look familiarly villainous while still keeping the aforementioned monstrous nature of a 'hidden threat' subtly at view. Yet he still feels elegant in a way, but playful with his power (similar to Freeza on that sense of the word).

My only qualm would be that Complete Cell was so quick to act juvenile and teenage-like by abruptly and blithe starting up his own tournament revolving around himself out of sheer insatiable boredom, as if he was some sort of God and as though everyone has to suck up to him (in a rather galling way). Though that delves into a different matter at large, he still commanded a lot of imposing presence while still feeling rather regal, and that's quality I like with my villains.

Anyway, the coolest looking villain, in my opinion, is Super Android 13 for some reason. This thread is about looks and not power.

Wait MajinVegeta617! Coincidentally, Freeza and Dabura both are 2 of my favs.

I liked Freeza's first form the best, even though his fourth form was pretty cool.

I was always a fan of Vegeta's look in the Saiyan saga.
