Basically, I can just say that Shin Buu (Gohan Prime) and Ssj Bejitto are the only ones able to move at the velocity of light and not be wrong by the way that interview is worded. Toriyama-sensei said that they started out just being able to move fast, and now by the end they're going to be able to move at the velocity of light (which that I can't argue with). Since he's saying at the very end of Z a few will be able to move at the velocity of light, it means that the velocity of light is as fast as anyone gets during the entire canon Dragonball universe.

hum I don't think that way. I mean Raditz dodged SPC and piccolo was astonished by that... Now, I don't remember if it was in the Manga that he was mesmerized raditz could move faster than light...

Anyway, I'd like to think that and Toryiama didn't tell us where did DBZ characters started to move faster than light.

During the speed test between Master Roshi and his pupils Master Roshi reached 100 meters in 5.6 seconds so his speed was about 40 mph. So if you apply that to his 139 power level and compare it to the 150,000,000 Super Saiyajin power level...

I like how you just state that like it's fact, but then offer nothing in support...It's also inconsistent with the fact that it was astonishing that Goku, after training on Yardrat, could vanish to Roshi's island and back, and get his glasses - considering that if you were light speed, you could circle the earth seven times in a second - and I think this is something that Toriyama is much more likely to think about, than what he gets when he calculates the exact number of seconds to the decimal point that it takes for Goku, Kuririn, and Roshi to run a certain distance, and back, multiplied by PL increase throughout the series. =/

By the time that he made that interview, he had already set up how the rest of the story would play out, so for all intents and purposes, him saying that they could reach the velocity of light means that the strongest characters at the very end of Dragonball (Z) were able to reach that kind of speed. By the reaction of the Z Senshi to Gokuu's Shunkan Idou, no one at or prior to that had come even remotely close to light speed, as they were in disbelief that Gokuu managed to travel 20,000 km in a few seconds, which is at best would be 30x slower than the velocity of light. Likewise, if everyone was in disbelief by that display, that means that no one up to that point is able to travel even 20,000 km in a few seconds through speed alone.
