Okay, we all know Cell got a Zenkai after he blew himself up on King Kai's planet. The question is, why didnt Cell get a Zenkai after MSSj Goku blew half of his body off?

I believe it was because Cell wasn't put up to such a state that he was about to die. How do I explain this...
As I'm sure you know, Cell has the regeneration ability plus Saiyan cells. And those Saiyan cells, to reach a "zenkai" have to be put to the edge of death but then recover. Well, to Cell, basically for him to not to be able to recover is to have almost all of his body blown away. That's when his body realizes it's actually in danger of dying thus activating the "zenkai". I really hope I said that well enough for you to understand. I got how to explain it. "To him, a "brush with death" takes a lot more than just having the ever loving crap beat out of him, unlike normal Saiyans." |

I've always reasoned two things behind the auto-evolution. The first is that one has to be truly healed. In Cell's case he expended a lot of chi to regenerate, so to say he was healed in the sense that all his functions were back to nominal levels would be false. What jives with this is the fact that Goku gave him the Senzu and Cell repleted his energy. So, I suppose I have to go with the latter- the blow was horrendous, but the fact that he still had a lot of lingering chi even without his torso proves that it wasn't life-threatening.
