Android 18's Hair....

There is something that I need to know. Does it ever state in the manga that if Android 18's hair is cut, it will never grow back, or is that only in the filler?

Quickly glancing over why you NEED to know this, it is never stated although i consider it likely it would grow back.
Jinzounigen 17 and 18 are 'artificial humans, meaning that they were once normal people before having lots of extra machinery put inside them. They are not totally robotic like 16, who was built from scratch. Other aspests of 18 certainly make it seem like she has other functions similar to that of a human being, such as a fully functional sexual repoduction system. Hair growth is simply another human function, and i can't see why adding some robotics to her would stop this. Some people class those with pacemakers as cyborgs, simply because they have some robotics inside them which helps sustain their life, but you'd never class these people as 'robots'.
