is it mention in the manga that any of 1st,2nd or 3rd form freeza was only using 1% of his power....

In the Anime, yes it said that he was using only 1% of his total power in his fourth form. In the Manga, I think he said he was using 10% in his fourth form.
I don't think Frieza mentioned the percentages of his other forms. We only know his second form has a PL > 1,000,000. His third forms power was never fully utilized, so I don't think he was using more than 10% of his power of that form in action.

The only statements we get about the power of Freeza are:
1) First form Freeza to Nail in reference to his full power: "You see, sir, it's...530,000. But don't worry. I don't plan to fight you at full strength.
2) Upon transforming into his second form: "If any instrument could read my strength...it would surpass a million.
3) Before powering up in his final form against base form Goku: "I estimate that if I use just about half of my maximum power I'll be able to turn you into cosmic dust.
4) After hitting SSj Goku with a Kiai: You underestimated me!! That wasn't even three-quarters of my power!
5) Before his final power up: Now this...is 100%!
Those are all of Freeza's statements in referance to his own power. So as you can see Freeza never makes any statements in the canon manga indicating that he is only using 1% of his full power.
There is however one time Freeza mentions he is only using 1% power. However it's in the anime...and from the dub. So it's not at all reliable.

Frieza only started to use his 100% power of his final form when he was losing to Goku, how ever I saw really no effect of change in power when Frieza was only using 1% or 10% of his power so I believe Frieza is only bluffing about his power

Man, Freeza was just using a fraction of a fraction of his true power while fighting Nail, Vegeta, Gohan, Kuririn & Piccolo. Let's just say Freeza is one powerful androgynous son of a bi***.
