Default Vegita's new skills

When Vegita and Nappa measured the Z fighter's power levels, he told Nappa that these guys could raise it into a beam attack of sorts at will. I dont know if this implies that him and Nappa cannot do this , but it is my believe that they cannot, as we never see Nappa for that matter go above is maximum with any attack. However right after when Vegita is fighting Goku, his Gurick Ho (or whatever it is), is on the same level as Goku's Kaio Kenx3 and KAME HAME HA, which I could guess to be a bit over 30 000. So he was able to increase his maximum of 18 000 to that of above 30 000 with his attack right. The question is did he learn that by watching the Z fighters fight or do you think he already knew?

The quote itself wasn't "they can increase their power whilst using any sort of ki blast" but rather...
Vegeta: "These slugs vary their powers to suit the battle. Those numbers are worthless."
He meant that they can control their battle power. Such as suppressing it to conserve/hide ki, or increase it to maximum to fight better than they normally could. Notice how neither Nappa nor Vegeta could do this (until post-Earth battle, Vegeta that is [and I mean suppression]).

So he was already able to raise it via Final Flash, Big Bang etc, he just didn't know how to sense ki or suppress right?

Controlling one's ki energy signature that others may read is different than charging your ki to make a more powerful blast...
The Z Fighters knew how to reduce their ki signatures to any point they wanted-even zero-before the Saiyan saga... Vegeta learnt it during the Namek saga. But when you charge an attack, then the "battle power"/"energy" of the attack is increased, not your own energy. Yes, if they took the time to charge the attack (like Piccolo did with Makenkosappo) then the attack's battle energy is stronger than their own.
By the way we never see Vegeta use Big Bang attack or Final Flash before he turned Super Saiyan. So during the Saiyan saga he wouldn't know how to use these attacks.

He does not name it but what he did to Racoom sure looked like a Final Flash. Anyways I was just refering to his attacks.

Oh ok. In general, I believe the Saiya-jinns could raise their power by concentrating their energy into an attack (they were shown to do so, as is natural), they just couldn't supress their force so that someone would think they are weaker than they actually are if he senses them or the scouter shows wrong readings. Goku and the rest were so used to doing this that their relaxed power reading is always lower than their actual power.
