I argue that Frieza is.

People would say Kid Buu, but he was created to be evil. Same with Cell. Frieza chose to be evil, which makes him bad-ass.

Also, Frieza's goal was to conquer and rule the universe. Not blow it to bits. A lot more evil in my eyes.

Someone please disagree with me. XD

Yeah i agree but i think that Gero was the first because if you think about it he was evil and also he was bent on destroying Goku for destroying the Red Ribbon's dream of world domination and also to do this he created other machines that were programmed to be evil so really he was like the father of all evil(not literally lol). Well anyways that is what i think so what do the rest of you think then.

Hmmm... Well, he was pretty evil but it roots from revenge. Frieza, one the other hand, has nothing against the people he murders / rules over / enslaves / molests.

I agree Fallen Angel, Freiza in my opion is cruel, and was evil for a lot longer. What really makes him evil in my eyes is the fact that he takes time to make his job longer by tortuer. See when Cell and Buu were done with their enemys they were done. They left there to suffer. But Freiza takes time to step on their heads, pull their hair, stab em a little bit. Make em cough up a little blood. Makes the tortue all the worse. He screwed with the planets before he blew em up to. If it was a tortue contest Freiza would place number 2, next to Spovovich. Has anyone ever seen Videl is Crushed in uncut? That is the definition of tortue, but seeing as how Freiza doesn't take orders like Spovovich did from Yamu I would say Freiza.

It is my opinion that Shin(Super) Buu is the most evil. He completely eradicated the entire population of Earth and then laughed about it. He also said numerous times that he did what he wanted, when he wanted. That means it was his choice too, to be evil, and only Frieza compares at that.

While Freeza was pretty malice filled, I must say that Mirai #18 and #17 were pretty similiar in nature - they didn't care about anyone or anything, they just destroyed everything in their path for the sake of amusement, much like Chibi Boo, who in a way was even more dangerous than Freeza considering he was more of a 'destroyer of worlds' than a fighter.

Out of the main DBZ villains, Furiiza would have to undoubtedly be the most evil, primarily because of the reasons given by everyone else that supported Furiiza in this discussion. Seru and Buu were created to be evil and they never really strayed from that path (with the exception of Mr. Buu, but that's a different matter). If you were to encompass other DBZ villains, I'd actually include Radittsu, since he showed no remorse whatsoever in the prospect of killing his own brother, as well as giving Gokuu an impossible decision to make; the death of 100 people or the loss of his son. That's a level of callousness that Buu was lacking all together and that Seru had played around with but wasn't of the same magnitude.

Yes, indeed. I'm surprised no one else mentioned Raditz. That dude was pure Saiyan and so he died as one. Raditz totally played with the Namek and his bro like it was nothing. If it wasn't for him relying on his scouter and angering Gohan, he would have killed them all and the humans, and maybe even raise Gohan as a Saiyan.

Oh please, Freeza was only the evilest villian in the North quadrant. But Buu was the evilest villian in the entire DBZ universe. Even Dabura, who's freaking the king of darkness/demon king was afraid of Buu once he was released. Buu's evil actions are consider more legendary than Freeza's.
