Frieza because you should see the way he laughs after he destroys Planet Vegeta it was like a big accomplishment for him and he also killed Dende who was a kid and I thought that was fucked up Cell on the other hand wasn't as evil, neither were any of the Buu's because they were being controlled.

Broly, he wasn't brought up evil, but his hatred for Goku and Parugus (probably didn't spell that right) made him evil. His anger built up inside as his father controled him, not to mention the hatred for Goku. From this, he destroyed countless planets.
So I think Broly is the evilest of all the villans.

Frieza was the most evil of all the DB/Z/GT characters hand down. He had full control over himself, only cared about himself, and killed millions to get himself further along with his goals. He destroyed both planets Vegeta and Namek out of his own selfish intentions, and killed Bardock and King Vegeta, the two main character's fathers.
He has no remorse or mercy for anyone or anything, and I was glad when he sliced himself in half with his own destructo disc. Goku even offered him to change his ways when he was lying there helpless and he still tried to trick Goku. After him, I'd say General Tao is next. I felt sad for the tailor he killed. . . After he just made clothes for him. |

Freeza. There's something about the notion of him coming down and tearing the home Saiyan planet asunder with rather passive tones and at his leisure that makes him seem rather apathetic by his own volition - though I sort of wish Toriyama-sensei delved deeper into his psychological complex dynamic and his disturbed reaction to the Saiyans (rather than just saying he wanted to 'expunge' them). Even then, it's jesting, to me, that such a villain never followed through with 'destroying the Earth' - Boo was a mindless neanderthal of sorts (in a way, ebbing back to that style but not quite 'human') and he managed furthering the idea.
Cell was lazy and only desperate or ostentatious when he claimed to destroy the Earth; it was never in earnest. Vegeta was also desperate though he bordered on the brilliant early on, he became rather banal and monotonous in nature later on when he was rather late on the Revenge Bandwagon, so his positives in that aspect were a tad patchy. Nappa was a brutish Saiyan of low kernel of intellect and was at Vegeta's behest; Raditz was out almost as quickly as he came in - anyplace near yet no place near destroying the Earth (but, of course, it's not just that that qualifies for 'the evilest', though Raditz quite obviously had animosity). As for the Artificial Humans, (#18 and #17), the present variants just denoted that they just wanted to have 'fun' (not to mention I feel such a teenage presence, however commanding, sort of dulls the callousness) - perhaps the 'future' variants (originally known as #19 and #20) were so evil (albeit still in teenage-like exploits) because to my recollection it was stated in an old Toriyama-sensei interview that in the timeline Mirai Trunks was of, Goku spared Freeza's henchmen (or at least some of them) and they went onto kill the parents of #18 and #17. So the discrepancy in tone is explained in that respect, but, again, I wouldn't say they qualify for 'the evilest' or even the most vehement. Early Dragonball villains were not on the same level - they didn't kill millions at large (Black was only seen killing once and Pilaf was only out for world domination, for the sake of exemplification). At least... adhering to the Canon universe.

I would say the most evil villain is Broly. Especially after he blew up that alien planet in the 8th movie. I think Gohan said he was the devil and Broly wasn't going to spare anyone.

The most evilest villian is Majin Buu. He was created out of pure evil & he did most evilest thing, which was killing 2 Kaioshins, who're the freakin gods of the DBZ verse. So yeah, Buu is the most evilest.

Techniqually Boo would be the most evil since he is just pure evil, but Furiza was more evil in the sense, since he chose his actions willingly for his own pleasure.

The evilest villian in dbz was Frieza because he destroyed planet vegeta fearing their power. Not only that, he blackmailed the Saiyans and hired other races to do his dirty work and it seemed he wanted to dominate the whole universe and have everyone fear him.

Frieza's brutal sadism wins him the title of the most ''evil'' villain of Dragonball/Z in a technical and practical sense, as far as actions are concerned, however, in terms of purity, it was claimed that Chibi Buu's (the original Buu's) soul was pure, untainted evil, thus, in theory, he is the ''most evil'' of villains.
