Just because Fureeza is stronger than Tao doesn't make him more evil. Same goes for Chibi Buu and Seru. And no, those two don't count because they were created to do evil things.

Anyway, Tao is really evil. But, being a mercenary, he does it for money. It's a job. Yes, he has sealed his heart off from emotions and kills relentlessly, and probably does take pleasure in it, but it's a job. Frieza, on the other hand, does it purely for pleasure and conquest.

As weird as it sounds, I'm going to say Babidi. He was so evil and sadistic that he didn't care who he had to use his Majin Mind Control on to get what he wanted, no matter who it was. He made everyone else do his work, and was even mean to Fat Buu when he wasn't destroying more people (when he is fighting SSJ3 Goku).
