Frizea did chose to kill anyone after he went to hell.

Plus Kid buu was turned into a human kid, at the end.

@ TBA regarding Super Buu - It is true that Buu did say that he does what he wants, when we wants. However, if it were not for the evil intentions of his creator, he would never have come to be. Therefore, his naturally evil nature is mostly and perhaps completely credited to Bibidi.

@ LegendarySSJ7 regarding Androids #17 & #18, Chibi Buu - The androids, I agree were inconsiderate, selfish and generally not nice folk. However, when it comes to being 'evil', they are slightly lacking. I would consider them more as rebels. They just wanna have fun is all. And Kid Buu, like cell, was initially created to be evil, therefore he himself is not as evil as say, Frieza.

@ Darkprince410 and Raditz the Ruthless regarding Raditz - Yeah, I agree Raditz is truly evil. But in comparison to Frieza, I think he is slightly less evil. However, I can see the sense in why you could argue that. As he did attempt to murder his own brother ruthlessly whereas Frieza returned with his Father as an ally. Hmmm, I'm not too sure why but I still think Frieza is evil-er.

@ ANB regarding Tao - Yeah, he was pretty evil but his intentions were all for personal reasons. He also is way less greedy than Frieza. Frieza is not out for revenge or the like, he's just evil.

Of the villians, I would have to say that the most evil one would be none other than Freeza.

In the basic sense, Freeza illustrated what it meant to be an evil tyrant, with scores of underlings that were under his control. Never hesitant when it comes to killing, Freeza is also the type that likes to instill fear into his opponents. Villians like Cell and Boo were indeed evil, but they pale in comparison to Freeza. Freeza wouldn't host anything like the "Cell Game." He'd just go out and perform mass killings. Kid Boo, for example, was most certainly evil, but it can be argued that Kid Boo's evil is a by-product of his own insanity. Freeza, on the other hand, consciously knows when he kills people and decides to do so.

As far as evil villians go, I think that an honorable mention would go to Piccolo Daimaou.

Yes, my vote is to piccolo daimao. Boo killed for fun, but i don't believe he really knew what he was doing, he just liked to do it (let's be serious, if you are a child and if you can blow with everything and everybody, you will not try? Who knows? lol)

Freeza was evil, but if you see, he had a father and he respect him, he had soldiers and he respect them. He want to dominate and rule. Hpwever, king piccolo is different, he wanted to rule, but he wanted to make a infernal rule, the pleasure was to destroy, not to rule.

About, cell, i guess he is like an controled evil, he is a villain, but i don't think he was the most evil of them all (even if he was one of the best villains of all db).

Freeza had an Evil dad.... lol. I would say that he was brought into this world to be evil..... Cell and Buu were brought into this world to be evil BUT.... wh-what did Fat Buu do? oh thats right he later became good and by the end of DBZ he was good! And for Cell, he could have as easly become a good guy too... These guys make there own Decisions and they dont Listen to anyone.....

Tao: He is the most evil. There is a difference between someone telling you "here, take this grenade and blow up those little kids for a million bucks" and "I'm bored, these kids are annoying, I think I'll kill them". To murder someone in cold blood just for laughs is pretty low, but to do it intentionally for money is the lowest level you can go. As a matter of fact, he really did try to blow up two little kids with a grenade.XDXD

I would say Freeza beacause he is a cold ruthless murderer.He betrayed the Sayain race and blew it up. He even cause innocent Namakians to suffer because of his greed. Freezer kils and laughs at the weak helpless people.
