I agree with the first statement, not quite with the second. Let's say I'm the strongest person on the earth and I say, wow, you're the strongest person I've ever seen. Usually, I will exclude myself as I didn't really see myself. I don't really think Goku felt himself but it's up to interpretation. Your guess is as good as mine so, no need to dig deeper in the matter. I think Vegeto is excluded but we never know.

He's stronger than every form of Buu in my opinion, in the greatest Ki ever felt statement, everyone was included aside from Goku himself and Vegeto in my opinion.

Baby Vegeta was stronger than SSJ3 Goku GT who was quite superior to Base Goku GT who was equal to SSJ3 Goku Z. I think the difference between SSJ3 Goku GT and SSJ3 Goku Z is larger than the difference between Gotenks Buu and SSJ3 Goku Z.

Baby Vegeta>SSJ3 Goku GT>Gotenks Buu> Base Goku GT=SSJ3 Goku Z

Actually it's SSJ Goku(GT)>/=SSJ3 Goku(Z) not base Goku, Goku got stronger, but putting his base form as strong as Majin Buu is placing him way too high.

Well that would be a great fight. I believe Buu is at a small power disadvantage but I'd say Buu would win through absorption or Candy Beam.
