I think Android 16 can take this. Those Hell Flash and Rocket Punching moves could help him as well. I don't think Super 13 is anything above Imperfect Cell so he still trashes both Androids 17 and 18 and puts up a pretty good fight against 16.

#16 probably. #13 [post-transformation] didn't show anything capable that #17 or #18 couldn't do.
