It's strange, mainly because Suraggo gains such a high ranking due to his Kyodai-Ka, which does not give a power increase rather as a size advantage ( Ma Jyunia/Pikkoro's ). However, most likely this is just another Toei screw-up and they decided to power-up Suraggo with the Kyodai-Ka. Personally, I don't think thay there is that major of a increase between Eternal Youth Suraggo and Kyodai-Ka Suraggo but just enough of a edge to have over Taresu ( Post-Shinseiju Fruit ).

Meh, dosen't really matter, Toei's shit at making power differences between characters, look at Movie 9 ( Tenshinhan vs Mirai no Torankusu ), Majin Buu Arc in general ( SSJ3 Gokuu vs Shin Buutenkusu, the fact that: Shin Buuhan > Chibi Buu >/=/< Shin Buutenkusu >> Shin Buu ), etc, etc. People with a 10X difference between each other have put up fights before.
