Going by anime logic Yamcha is stronger than Perfect Cell and god knows Tienshinhan stomps Yamcha with ease. Pan was never anywhere close to Perfect Cell, she gets utterly crushed by Tienshinhan's middle finger.

Trying to give Tienshinhan credit with the anime doesn't make him any better, it just makes Toei look more retard.

In the anime Tienshinhan would have gone beyond 500,000,000. Pan never came close to 100,000,000.

Super Perfect Cell distracted is not weaker than normal Super Perfect Cell. Pikkon hit him, if he was that much stronger the hits wouldn't have phased him. Frieza was distracted countless times, he was much stronger than everyone else and they still failed to knock him out. There is nothing to suggest Pikkon was supressing power, where did you get that from?

Tien wins. Even in GT Pan doesn't do anything that puts her above Base Goten or Trunks (Buu era) and that might be giving her too much credit even. Plus if he's on equal footing with Pan or even slightly weaker Tien would still win, he's a much better fighter plus he's got his last resort the SHIN KI-KO-HO. Which would kill Pan no question.

All Dragon ball show that the character seam to be weakers when they are distracted. For example when Piccolo kick Freeza (true form). Or When Vegeta (base) kick Meta-Cooler and then Vegeta (Super Saiyan) can't touch him.
So, Pikkon beat him because Cell was distracted.

They weren't shown to be weaker, they were shown to not pay attention to the attacks and their surroundings. Find another instance where a character multiple times stronger got knocked out by another one much weaker just because of distraction.

Watch the fight, Pikkon wasn't supressing any power at all. It's just a baselss assumption, he was struggling and he was going all out. He didn't intend to kill but he didn't intend to lose neither. If he was that much stronger, he could have just powered up to a point where he could easily own Olibu without fear of killing him.
