yes he cold it only took about 20 second for him to charge it up then throw it directly at planet vegeta i know cooler can charge it faster but frieza didnt have trouble destroying vegeta

he could move out of the way then they could finish there fight off in space but i still dont think cooler 4th form could charge any faster then frieza without his final form
