I might to go with Hatchyack. I consider that Goku and Gohan were MSSJs and Vegeta and Trunks were ASSJs in the OVA. With that said, I believe that Full Power Cell is extremely powerful; however, I just don't see him dominating MSSJs and ASSjs the way Hatchyack did, which is why I think he would lose.

Yeah, Goku stated that, But Vegeta and Trunks were First Rosat Super Saiyan in Broly movie, And in the ova they were Second rosat Super saiyans.

Full Power Cell since I believe he would completely out-class Broly in Movie 8 in terms of Skill and Hatchyack didn't seem to skilled either. So I'd say Cell wins because he's got a shit-load of aces up his sleeve if something goes wrong.

Going by the notion that Gohan and Goku were meant to be seen as MSSjins [referring to the OVA], and Goku's statement saying that Hatchyack is possibly stronger than Broly, both Broly [Movie 8] and Hatchyack are around 3x MSSjin Gohan's level [Cell Game]. Complete Cell Full Power is arguably that much stronger as well.
